I agree with those. I would also add that the second relay cannot be declarer's first suit. E.g.

is just a non-invitational 3 card preference to
, and at most a singleton
. (The hand cannot be invitational, as in that case there was a 5 card minor to bid – although this logic could be applied to the non-passed hand, too…)

Those points are exactly why I said a new suit is a relay.
