The first step for minimum (3\C, 3\D response) is 0-2 controls, the first step for maximum (3\H, 3\S, 4\C, 4\D response) is 3 controls. Any other suit bid by opener is honor asking with first step: no honor second step: 1 honor, 3rd step: 2 honors, etc. 

Opener's second rebid of singleton (i.e. only after having bid the singleton on his first rebid) asks for Queens wholesale (do not count the singleton Q).
